How to calibrate your cruise control?

Anybody done this? According to what my speedometer is reading now, I like to ride at 26mph with a 75' rope length....this can't be right.

Do I need a GPS device that can reliably determine MPH to verify?

i use my cell phone, iphone app is called speed x free.(or something like that) but there are apps for every phone make.
as far as changing it im sure there is a way to adjust speed of boat to correct it but im not sure how(if its incorrect)
