Like everyone else has said it looks like mildew. I had this happen to our last couple of boats. I used simple green and I also scrubbed it with lemon and left it in the sun. This worked pretty well but I can still see some of the spots.

My little boy spilt a red drink on my white seats and about 8 hrs of sun took the stains right out.

It was in the sun all day today and it looks much better I think it will go away.
