Now that I am surfing without the rope can someone tell me what is the difference between the surf wave and a skim wave set-up and how do you weight or set-up the boat for it. Also what exactly is the difference in these boards? I run my set-up below all full and wedge down to surf. About half full at most for a good wake board rider wedge up.

I have a 16' T23
Surf Setup
All hard tanks full 900lbs
1100's rear full
650 bow sac under seats
150lbs lead in nose
400 lbs front walkway
400 lbs rear cabin
Wedge Down

Skim
Remove 400 rear cabin sac
Wedge up
Everything else the same

This is a good question. I never ride skim so I have never worked on a different wake for skim vs surf. Are you making a longer less tall wake for skim?

I find simply skim riders prefer flatter, wider, longer waves. More weight in the bow makes it longer and more weight to the opposite side for flatter. Wedge and suckgate placement would probably have significant impacts that I have not experimented with yet.

If the wave seems too tall and steep, I move weight forward (usually people) and increase speed. If it seems too short and long, I slow down, move weight back, put wedge down etc. I can get around on a 360, but can't quite do it fast enough to stay on the wave though, so don't listen to me too much.

Above it looks as if she is on the same board through. I figured the board had to change with the style of wave?

Some boards are hybrid and capable of skim and surf style tricks. You would generally do surf style tricks on a surf wave and skim style tricks on a skim wave. If you're good enough you can do both on either wave on any board.
