I was through the inspection in Hope 3 weeks back. We told the guy we were exclusive to fresh water in BC this year and we were on our way.
I had spoken to one of the inspectors a few months earlier when they were at the US border in Surrey. I was told there would be no problem with coming from Washington or Oregon, but further south could be a problem. Essentially I was told to be bone dry and looking clean or risk a 2 week quarantine and cleaning costs. This page covers the problem provinces / states -

If I was coming from any of them I pull pull my ballast bags and toss them in the truck. I've pulled my rear hard tanks so all I would be left with would be the center tank. This images shows the approximate locations -
http://www.boattest.com/images-gallery/ ... floor2.jpg. Given the locations of the drain hole on the tanks there will probably always be a bit of water in them. Draining the tanks while on an incline like a boat ramp would be the best chance of getting most of the water out.
I'll be through Hope again in a few weeks. If no one has posted anything specific about the ballast tanks I'll ask.
