I'm running a 2313. 2315 (2313 is much more money now) would be my suggestion to you. Top speed around 30-31 at my 2000' elevation. Pulls like a tractor and I get awesome fuel mileage. About 2 gph surfing fully loaded.

The boat will mostly be used for surfing primarily and then boarding and tubing. Defiantly going to be used for partying! My elevation is 1027 ft
You will want to switch prop for sure then. I'd go with the 2315 or 2419 prop. Or the OJ 945 prop. That will help you surf your boat much better when you load it down with weight.
Definitely get some extra weight for your bow. Either lead for under the seats up front or another bag for when you're surfing. The extra bow bag will help you plane when boarding as well. You've got 1650lbs + hard tanks in rear and only 650 (fills to likely 400) in bow. You drop the wedge and that's roughly another 1000lbs of downforce in back.
Your likely way bow high when at surf speeds right? Try to balance the weight front to back and you will see a huge improvement.
