On my '16 T23 it definitely does not lock. It is called a "free-floating wedge" and I'm pretty sure it always has been on Axis boats. The wedge on my '03 Wakesetter locked in the down position. When the free-floating wedges came out I always thought about not locking it in when lowered, but never tried it.

If yours is working like that it needs the stop bolt installed. The wedge is supposed to move. This topic has come up a couple times in the forum and if you dig deep enough you can find a video someone shot by sticking a GoPro through wedge door.

Axis cost and simplicity, isn't that the idea? I make sure that mine rests flat on one of the 6 hex surfaces of the self locking nut for wear and tear. Factory had one self locking nut with point of the hex nut with support arm on that and I rotated it so both arms lay even and flat on same angled surface, even though it floats that bothered me when I lowered it to lube the squeeze release mechanism in driveway and I saw that
