I have that problem when I am loading alone. I want the trailer deep so I can winch it a bunch. But then I pull it and what you describe happens. I just winch it the extra couple of inches.
I doubt he's too deep since he said he's using a "fair amount of power" to load it so he's power loading which a lot of boat owners consider unnecessary myself included. I can see just putting the throttle in "forward" to assist in winching the final few inches to snug up the bow eye to the roller because that's typical. However, no one should have to use a bunch of throttle to load the boat a couple or a few feet once the boat settles on the trailer. Again, just my opinion.
