I have a T23 with a 409 at altitude. I have 650 in the front and 900s in the back. With a crew of 8 or so, I had a hard time maintaining surf speed (WOT staying in the 11s but rarely the 12s), so I'd say that's pretty close to maxed out. If you have a smaller crew, or a bigger engine, or maybe just being at a lower altitude, perhaps the 1100s would be useful. An A24 isn't a T23 of course, but they're pretty similar.
I was running all bags full (1100s in rear) plus 15 passengers (5 where kids under 60 lbs) and we had no problems surfing at 11.8-12.6 (depending on rider preference) and I am a 290lb rider and it pulled me up without any issues. I have the 409 with stock prop A24.
