-ballast and prop
-Rev 410

Ballast and prop would be my choice. Hard choice but the most usable

What prop do you have now and what's your current ballast set up?

ACME 1234 and no ballast beyond stock tanks. Honestly we don't surf and stock ballast is fine with us for wakeboarding.

In that case I would ask what is more important: louder music or carpet? Don't listen to Bryce, he's just a punk kid

I say ballast and prop first. "Stock ballast is fine" until you really see the potential with the additional weight. I usually only ride with 3-4 others, so the extra weight is necessary for me, plus it's nice to surf every now and then too.

I have rode the 22 slammed. I know the wake and how awesome it is. It isn't required just like all the other upgrades listed.

Then you've answered your own question...ballast and prop should be last at this point. Did your boat not come with carpet, did it come with Tatami mat, or are you just looking for a replacement? Stereo is important to me so that's my first upgrade or I just order it in a new boat.
