Is the heater vent under the dash open or closed?

A small radiator (heater core) is located under the dash. The engine pushes hot exhaust water through a hose to the heater core. This process is done regardless if the heater is on or off. When you turn on the heater, it turns on a fan that pushes air through the radiator and through the vent hoses. Chances are, everything under the dash is running as normal. If you hear water flow from under there, it means you have a busted heater core. Don't ask me how I know all of this.
