I have tried using a water hose and scoping it through the fill gas line into the tank and have not been successful
.

I always did the opposite on long tows, my boat towed smoother with a full tank for some reason.

I try to pull empty on long hauls as well. I would think the effort or figuring out how to both remove and then store the fuel would be more difficult and time intensive then simply driving to the lake and getting some pulls in. Otherwise, its really easy to remove the floor in the boat to uncover the tank. Could the fill fitting be removed and then the gas pumped out?

Same here.. I have even left a little water in my center ballast before.

siphon it through the gas cap. and put it in your tow vehicle if it's a gasser.

Try getting a clear hose though, when we did it (put in 87 octane instead of 91) we tasted some gas because we couldn't see it coming.
