I left my boat tied to the dock over night and the mooring buoys have left white scuff marks all over the bumper on the side of the boat. What is the best way to remove these marks?

Are you talking about on the rub rail or on the gelcoat?

Acetone works but you'll have to rub pretty hard. Carb cleaner works better, follow up with some fresh water to get the carb cleaner off completely then follow up with a car bumper conditioner.
