When the wedge is up it locks into place. Question is when releasing the wedge to the down position is it made to lock in place as well. There are 2 bolts with nuts in place that keeps it from locking in the down position. Is it suppose to free float while in motion. Thanks

Yes, you are correct, it is supposed to "free float", allegedly optimizing performance based on your speed and possibly ballast configuration.
The older "manual" wedges locked into their fully down position, but the new "free floating" wedges are still sometimes referred to as "manual" wedges and can cause some confusion.
