It is the camera holder. It's a "Tracker".

Thanks! I don't remember where I bought it from, but it's called rock tamers. They're adjustable out so if you have a dually. My 35s are pretty big so I left them out all the way. Boats never been towed without it. To scared to throw rocks on it! Here's a link. For 200-250 bucks, I think it's a must.
