I used the handheld tech mate from Rinda technologies, you can pick one up for about 515$, it works on a bunch of different boats and engines

Is it just an obd2 connector? and do they use a gm ECM?

Yes it's a GM computer that comes on the crate engines, probably has a custom program for marine use, axis boats use a CAN network interface, older boats use the regular OBD2 system but they both have special harness connectors which are different from standard car and truck DLC's
