I figured it out, at the factory they got the belly tank overflow and the P&P drain line mixed up. When the belly tank would fill up it would overflow to the bow bag. That's why i never saw water coming out of the bow sac through hole when i hit the bow drain pump. As the belly tank would drain down the bow sac was draining into the tank. The drain line for the sac was hooked up at one of the through holes, so basically the drain pump was sucking in air from the through hole. i swapped the hoses and everything is working now.
