I installed the front ballast bag on my a20 and I have noticed that the bag starts to fill when I am just cruising down the lake and the toggle switch is not flicked to 'fill' . Has anyone else had this problem before? Any solutions?

Yes, my center tank passively fills my front bag. Simply drain the center for a couple seconds after filling it. That's what I do and it fixed the issue.

Does it fill or does the water shift to the lowest point of gravity?

You have to close the ball valve and it will not fill but you have to remember to open it when you want to fill
