it doesn't have to be cut off it has draw strings on the bottom that you untie. its not perfect but it will keep the cats out.

I have the same problem with my kids two cats and all I do is fold a bath towel up and shove it in the hole so half is sticking out.
Stops our cats getting in..

It doesn't need to be cut off to take it off, but I know we throw the shrink wrap covers away immediately after getting them off so I doubt his dealer would have any sitting around.
