First I screwed the actuator back in so we could more easily play and attempt to troubleshoot, but in the end it was the fuse holder and fuse needed cleaning. The rubber cap had come off and water was draining from the sud deck down on the fuse holder. The hard water here built up a scale that prevented operation.
Fuse was very hard to reach/find, but easy to fix.
Mine doesn't seem like a fuse issue. I have been back at the transom checking out the surfgate electronics.
The left side gate works. The right one is dead. Doesn't make any noise, nothing. It worked fine till halfway through the surf set it just died.
