Never had a significant overshooting issue at surfing speed. Even at boarding speed, maybe a mph on the paddle wheel. I'm a bit gradual pulling people up, but I always end with the hammer down. It does weird things when you don't do that.

I get the whining sound as well and I think from talking to the dealer it is the vent for the center or front ballast. Try filling or draining the ballast a little and see if it helps.

Just put the throttle all the way to the mechanical stop and that will give the engine full authority/control to maintain speed. If you stop where it captures speed it won't have enough throttle authority to maintain speed in a turn for example.
